I have several playlists I created in ITunes 10 or 11 that are configured to sync to my Ipod, but in ITunes 12 I cannot figure out how to change the list of playlists that sync with my Ipod. Help!

I understand from your post that you wish to create a smart playlist from your iPhone. Smart Playlists are currently created through the Music or iTunes app on a Mac or PC.
Specifically - Edit a playlist Select the playlist and do any of the following: Add items: Click Add To above the playlist, and drag items to the playlist. And Quickly add an item to a playlist From anywhere in your iTunes library, begin dragging the item (or items) you want to add. A pane with a list of playlists appears on the left.
Then try Apple Music with the new vanilla user, see if creating a playlist works or doesn't work with those music files. If it works, your user account has an issue, which people here can help track down. If the new user cannot create a playlist either, then there is a system wide issue.

New and changed playlists are copied to your iTunes library the next time you sync iPod touch with your computer, or via iCloud if you’ve subscribed to iTunes Match. Clear or delete a playlist: Select the playlist, then tap Clear or Delete. Delete a song from iPod touch: In Songs, swipe the song, then tap Delete.
Previously, when creating a new regular playlist, iTunes would jump to that Playlist, waiting for the user to add songs to it. But apparently, not any more. Have you checked in the Regular Playlists section, under P for Playlist?
Is there a way for me to see the "Top 25 Most Played" playlist on iTunes on my Mac? I cannot seem to find it. I wanted to listen to my favorites but without making a whole new playlist with them on it, I can't find a way to do so.
